You are well placed to win the contract but
the cost to erect a scaffold or install a stage to access that one difficult
section of the building may push the price too high.
The contract is yours but you didn't
anticipate the difficulty in accessing part of the building... The cost of
reaching it will blow the budget and the owner won't wear this much
increase.
You've costed in the scaffolding ouch!. Why
not save the owner some money and increase you profit a little?
